Ma chi si rivede, means litteraly, "Whom am I seeing again?" It's a colloquial way to say "I'm glad to meet you" when you meet someone you haven't seen for quite a long time. It has also a senso of surprise (I mean it is like saying (more or less): "I haven't see you for a long time and I didn't expect to meet you today, but I'm happy to". Silvia has not changed at all (basically it means: "Though time has passed she looks just the same" Capelli is hair, not hat. Therefore: Haven't you seen his / her grey hair? Excuse me, aren't you Professor Grassi? Ma is used to reinforce the sense of surprise. Francesco Mazzola derives his pseudonym, with which he is well known, from his home town. Condider that "dovere a" in Italian meas "to have a debt with", "to derive from" for example: Devo alla fortuna se sono vivo" litteraly "I'm alive thanks to my luck"!

"ma bella" as written in the question means nothing (it's mispelled).-
Depending on the context we Italians say either
"mia bella" (the full sentence could be "la mia bella casa" that is in English "my beautiful home") or in the exclamations we say
"bella mia" that in English is "my darling".(that's mine, my darling is "questo è mio, bella mia")
