The impacts on the producers must be balanced through the diversification of the producer countries’ economies.

It is found in the context below:

The prevention of global disruption of the climate will result in a reduction in the fossil fuel use/conservation of fossil energy. But for the next several decades, the economy of oil producer countries will still heavily rely on oil exports. Therefore, THE IMPACTS ON THE PRODUCERS MUST BE BALANCED THROUGH THE DIVERSIFICATION OF THE PRODUCER COUNTRIES' ECONOMIES. As this concerns with the interest of the global world, it is advisable that the developed countries engaged themselves in supporting the diversification process of the producer countries’ economies.

I'm new to the United States. I've been speaking English for quite sometime, yet the colourful metaphors used in America often elude me. Regardless, at the firm where I work, there is this beautiful secretary. She's really nice and often times comes over to my cubicle to chat. Earlier today, she asked me if I'd fancy to take the skin boat to tuna town. I have absolutely no inkling of an idea as to what that means. When I asked her the meaning of that phrase, she simply replied that I should find out and get back to her with an answer.

What does it mean?

The two words put together will be prounounced differently I think... if anyone could help (people who speak Spanish) that would be great. Once again, I've a question on the French language. I was wondering if anyone had some great ways to understand and fluently be able to use French negation.
Before you ask, I've already asked a French teacher to no avail: "You always use "ne 'verb' pas", otherwise it's incorrect." And she's French!
Would the book "Sentential Negation in French" ISBN: 0195125916 be of any help to me?
