You want to know it in spanish or english?? in english, as you said, is an "accent mark".
In spanish is a "tilde". Some people also call it "acento", but the right word is TILDE, because "acento" is refering to the sound (accent) only and "tilde" is refering to the character (é).

PD. The "thing" above the n (eñe in spanish) as someone said, is best known as "virgulilla".

Not sure if your question has been aswered....yes it is an accent.....to place emphasis on the letter....hard to explain what I want to say in order for you to understand......the "inflection" is a little more clear so as to really draw to the....would have to hear it to make my point.......that's what the accent does or its function
