"Having an opinion" is a much broader term that simply means that you think something. It's neutral.

"Being judgmental" is a negative phrase to denote that a person is unfairly condemning another person (or group of people) -- either by assuming that any difference from themselves is bad, or by not taking extenuating circumstances into account, or some other form of unfairness.

Of course, the phrase can be mis-used to condemn someone's legitimate opinion or judgment.

Having an opinion is having something to say about a certain issue or matter, depending either on our impressions, intuitons, experiences or reflections. We all have an opinion about something as long as we are able to think.

Being judgemental, on the other hand, implies a condemnation on something without first enquiring about its true nature or being unwilling to deepen the knowledge about it. It is a less honest intellectual attitude than actually having an opinion which could change according to evidence. We can change our opinions but to passs judgement means o say that something is such even before we have direct knowledge of the fact.

Having an opinion is like saying I think the red car is cuter than the striped one.
Being judgmental is judging the way you perceive another person to be.

When you have an opinion you are more open to new ideas. When you're being judgmental, you are convinced beyond a doubt that your idea is the only one that makes sense.

An opinion is when you state what you know or believe based on first hand knowledge or personal experience.

Being judgemental is when you believe that your way is the only way or that whatever someone else says, believes, thinks is wrong.

Judgemental is always negative (usually about an act or behavior) and can or can not be an opinion.

Having an opinion can be positive or negative, and if negative could be judgemental.
