WASHINGTON, Oct. 13 /U.S. Newswire/ -- The Justice Department announced today that it filed a lawsuit against the City of Philadelphia, alleging violations of the rights of Hispanic and Spanish-speaking voters under two key provisions of the Voting Rights Act.

"The right to vote is a fundamental guarantee for all American citizens," said Wan J. Kim, Assistant Attorney General for the Civil Rights Division. "In light of the serious problems faced by minority language citizen voters in Philadelphia, we hope that city officials and the Justice Department can reach an agreement quickly to begin essential remedial measures in time for the 2006 federal elections."

The Voting Rights Act requires that certain jurisdictions with a substantial minority-language voter population provide all voting materials and assistance in the minority language as well as in English. The complaint, filed in the U.S. District Court for the Eastern District of Pennsylvania, charges that the city failed to provide Spanish-language assistance at the polls to the majority of its Spanish- speaking voters in recent elections.

The Voting Rights Act also assures voters who need assistance in voting, such as those unable to see or read the ballot, the right to receive that assistance from a person of their choice, other than the voter's employer or union representative. The complaint charges that the city prevented Spanish-speaking voters from receiving assistance from the persons of their choice, even in cases where bilingual assistance was otherwise unavailable.

The Civil Rights Division works to ensure compliance with all of the provisions of the Voting Rights Act with respect to all citizens of all racial groups in all areas of the United States. Since 2002, the Civil Rights Division has filed over three-fourths of all cases to protect the right of voters needing assistance in the history of the Act, and over 60 percent of all minority language cases than in the entire previous history of the Voting Rights Act. As a result of this work and other lawsuits brought, since 2002, the Department has brought a majority of all cases it ever has filed under the substantive provisions of the Voting Rights Act to protect Hispanic and Asian voters, and the first cases ever filed to protect the voting rights of Filipino and Vietnamese voters. During this time period, the Division has filed successful Voting Rights Act lawsuits across the country, with cases in Arizona, California, Florida, Georgia, Massachusetts, New York, Pennsylvania, Tennessee, Texas, and Washington.

To file complaints about discriminatory voting practices, including acts of harassment or intimidation, voters may call the Voting Section of the Justice Department's Civil Rights Division at 1-800- 253-3931. More information about the Voting Rights Act and other federal voting laws is available on the Department of Justice Web site at http://www.usdoj.gov/crt/voting/index.htm.

Im not going to say i am the biggest supporter of black folk i am not prej but nor have i had many good conversations with black folk. The thing i want to ask and get across is with illegal immigration and the true facts that the black folk are and still are one of the most poverty stricken people in the united states due to prej that are out there and yes there are some lazy ones to just like white folk (i am white)but not lazy. My thing is that the fact that these people are surpressed and are so poverty stricken not only does illegal people steel the jobs of middle class americans (white or black) but also takes low paying jobs away for the recovery of the black folk. President bush might be some what sielent on the fact that he supports illegal immigration but he made only one visit to strengthen ties with the NCAAP i think thats what it called but he made only one visit to them. Mind you it was election induced meaning he only did it for the vote. Does this disturb you?

We might as well all convert to Islam now, because thats where we are all going.
Imagine going to Pakistan, or india and telling their people not to wear any religious symbols, you would probably be stoned to death.

It is all well said and done according to the president.

And not to mention that all the slogans for politics anymore is about saving our border

but what good is it?

They say this currently but when in office they scapegoat the problem

I urge and ask everybody here to somehow help me firgure a way to get this going as our goverment stands still and does nothing about it

I was thinking a good idea would be to spread the word and next year on July 3rd the day before the 4th we all march not ness. on washington but in every place we call home in mass numbers as they have

I have seen there rallies but havent seen any of ours how come they can organize but we cant get our crap together we need to do this

letters to goverment and crying about it is not working anymore we need to set up a march on a day and have plenty of time to set up a day in which we do this

Any idea that would spread the word fast and get a big standout lets make it December 21st how can we?

I am a teacher and was at a conference today where I learned that one of our high schools receives six full ride scholorships to the university from corporate sponsors (private funds). The recipients of these scholorships were all illegals.
What are your thoughts about this situation?

We dont need people to do these low paying jobs as they state!

The #1 problem people dont get sometimes is that it is big buisness that is driving this problem

Can a (middle class) american keep there job and get paid well and while getting paid well can big buisness still make money?

hell ya

LOOK AT KELLOGS 20$ an hour and all the overtime you want...... They make profit and so can any company they dont have to surpress your wage my wage and any wage at that. Hiring illegals isnt the only problem its capping big buisness for ruining the economy.

We can no longer have familys of 12 like the baby boomer days because these days both (middle class familys have to work) not to mention that a middle class has no respective job anymore it can easily be taken from an illegal. So our middle class is basically becoming non-exsistant Why should i or any other american pay the medical, schooling or anything and everything including welfare to greedy people?

2 fences a certain distance apart. With antipersonnel mines laid in between the fences. These are very cheap. Put signs in spanish and english and symbols warning people away and have directions on how to come over legally. If death was in the making perhaps illegals would go thru the proper channels and we wouldnt get the riff raff. What do you think?

Why is Basketball Allowed to be So Discriminatory against Mexican Americans. Should there not be a Average heigth cap such as the salerary cap in other sports, so Mexicans Americans would have as much of a chance to play Basketball as Africans Americans

Mexico has a radical idea for a rational immigration policy that most Americans would love. However, Mexican officials haven’t been sharing that idea with us

Mexico, which annually deports more illegal aliens than the United States does, has much to teach us about how it handles the immigration issue. Under Mexican law, it is a FELONY to be an illegal alien in Mexico

The Mexican constitution strictly defines the rights of citizens – and the denial of many fundamental rights to non-citizens, illegal and illegal. Under the constitution, the Ley General de Población, or General Law on Population, spells out specifically the country’s immigration policy.

If the United States adopted such statutes, Mexico no doubt would denounce it as a manifestation of American racism and bigotry.
