If multiculturalism is so good why have lots of other countries not adopted it?

In 1971, Canada became the first country in the world to adopt an official Multiculturalism Policy. This policy provided for programs and services to support ethnocultural associations and to help individuals overcome barriers to their full participation in Canadian society.

Austrailia is the only other country to adopt a policy that reeks of multiculturalism.

I've always heard that certain news networks have political reprsentation. Is this true? If so would you please tellme how so... example is Fox more conservative? Is BBC more bi-partisan in what it chooses to report? Is Al-Jazeera more accurate account? Is NBC more liberal? Does CBS news project news in a way more favorable to a certain party? etc. If you can list each news network and their political view or at least how many feel they are that would be great.
