Why does a game such as last week's West Virginia vs. Syracuse game spend half the week "off the table" then suddenly end up with a point spread on Wednesday?

Does someone suddenly decide there is enough people who want to bet on it to determine a point spread?

They actually tell me that not only they hope I win, but they also say that I should want to win one of those smaller big wins like "3 Blue 7" or "3 White 7s" and avoid the jackpot because I get taxed if my winnings are over $1,200?

I got a piece of mail today indicating that if I scratched off a bubble and the number matched the number already printed on the voucher I would win won of three prizes. Of course both numbers matched and I now have the chance of getting either 10,000 in cash, a 2,500 gift card from Wal-Mart or 100.00 in cash. It says that all I have to do is take it to the automotive dealership listed on the voucher and can pick up the prize. Seems to easy to me.
