stupid recipe website doesn't tell if I have to cook it or not!

I had a great dish of chopped pickled herring with chopped hard boiled eggs some years ago, with a friend with whom I have lost touch.
I pickled some herrings a few days ago, and would really like to make this dish, as it stands out in my memory as something special, that I have never been offered or seen anywhere else.

I'm Asian, and I've eaten at plenty of places here in New York, and I was wondering if anyone had some suggestions.

A list of where've I've eaten (or at least the restaurants I can remember):

Green Papaya, Spicy and Tasty, Dallas BBQ, Accord Café, Dolers, this place people call 6-6, Olive Garden, Uno's, Applebees, Pho Bang, and currently I don't remember where else.

If any of you visit Flushing you may recognize these places. Open to any type of cuisine!

i used to have a good friend make me vietnamese egg rolls...they were to die for////does anyone have the recipe??
