Called nargile in Turkey, the water pipe uses a variety of fruit tobaccos. It's not illegal. The experience is quite relaxing -- that's the look you see.

I am a N.Am and I have a few cultured muslim friends - They took me to this place where they smoke water pipe.
I was told it is all dried flowers, fruit peels and some special kind of tobacco. The water filters the smoke. I found it really nice - no effects of any kind. It is just relaxing without any bad odor of tobacco based products like cigarettes, cigars etc...
They call it "Hooka" I think. It is a 4000-year old practice that comes from Arabia and India. I would highly recommend it for everyone. It is harmless, completely legal. Non addictive.
As an aside - in India they smoke marijuana (originated there, some several thousands of years ago) in those pipes. They call it "Ganja". It is practised even today. Of course, this is illegal here.

Smoking a variety of vegetable matter through water has been a tradition in eastern cultures for centuries.
It is common in the middle east for flavoured tobacco, (or on the Indian Sub-continent) cannabis or opium to be smoked in this way. (Although the smoking of any substance is against Islam)
Charcoal is placed on the plate, and the material to be smoked placed on the charcoal, the resulting smoke is passed through water, which removes many of the harmful tars etc.
Not to be entirely recommended, but probably less harmful to the smoker than cigarettes or cigars -
I make no comment about the fumes emanating from the apparatus, and the effect on innocent by-standers.

I think you're talking about shishas.
They're just a Middle Eastern and North African water pipe - usually used for smoking flavoured tobacco. Apart from being fruit flavoured (like apple, or black cherry) it's just normal tobacco.
The reason people may be looking high as kites, is probably because non-smokers sometimes smoke them because they're less harsh than cigarettes, etc. but obviously they're getting the same dopamine rush from tobacco that anyone does when they smoke their first cigarette.
Also, it's quite likely they look high due to alcohol rather than the tobacco, as it's the sort of thing that encourages people to sit around relaxing after eating, and obviously people are likely to order more drinks while they sit around.
Or of course it could just be that it looks that way to you, due to your own stereotypes about the unknown (judging from your choice of words that also sounds likely).
Shishas have been around in North Africa, the Middle East, and Eastern Europe (like in Greece and Turkey) for centuries and have a long tradition and heritage, of being a relaxing civilised after dinner smoke. There's nothing illegal about them, and they're not AS damaging to your health as cigarette smoke, because the tobacco is natural and doesn't contain all the other carcinogenic chemicals cigarette manufacturers put in them to increase addiction.

Its called shisha and they are smoking FRUIT! its actually very nice although it made me feel dizzy a few times, its not like smoking a cigarette at all, no smokey smoke, if that makes sense! its not illegal, just call it the naturist's way of smoking!! although I don't think its very healthy! i lived in bahrain off the coast of saudi for 2 years, and it smells delicious when you drive thru an area of shisha cafes.

I can vouch for them being in London, there is one local to me too.
It is some kind of tobacco that is flavoured. I tried it once, but as I dont smoke it nearly killed me!

hey its SHEESHA (or the English call it hubbly bubbly)
its quite good and not illegal. it has tobacco and flavoured fruits that pass through cold water that gives you the cooling sensation when you smoke
if you visit Dubai or Oman you must try it there !!
