Painting

I was looking at this website http://www.overstockart.com and they have alot of reproduction paintings of famous artists, but they also have a section for Mediterranean Scenes. I looked at this painting: http://www.overstockart.com/privateharbor.html and I think it is great, but I would like to know the artists. Does anyone know of an artist that paints Mediterranean scenes?

Why are his paintings worth millions/billions of dollars?

Why do people now consider his work valuable art and during his lifetime the people didn't consider it worthy of even the canvas he painted on?

What makes it all priceless work of art TODAY?

*they can still be alive but famous enough to have a bibliography and enough information on the internet

*it can be any kind of art...like sculpture, photgraphy, painting, drawing...etc
