Legalization of the estimated 12 million undocumented immigrants in the United States would require an additional $17.4 billion in spending on programs to teach the newcomers English, a Washington think tank says. The analysis, prepared by the Migration Policy Institute's National Center on Immigrant Integration Policy, is the first of its type to offer an estimate on the cost of teaching English to the country's illegal immigrants if Congress ever approves comprehensive immigration reform. To survive, learning English is the most important challenge facing the 1.8 million legal immigrants who arrive in the United States every year.
