No, it is another branch of the judicial system, Immigration Law. Just like if you get a speeding ticket you are not a criminal because that is under traffic court. And if you look at it fines just might be the best way to punish the act and still uphold the Law. However, in light of 1986, I understand the enforcement first idea. Plus, this bill in the Senate is becoming more and more broken every day. Giving Z visas to Convicted Felons, that is completely wrong.
