I'd say go to Madrid!
Interesting people are found in both cities but the French mostly "think" they are interesting... Vibrant culture...yes both cities apply...hot guys...don't know but they say that Latin lovers are better lovers... good food...stay away from France! They don't know how to make a good meal (except in very posh and expensive restaurants), European lifestyle...take the Spanish way of living, it's just more relaxing then the French one. And save on budget : France is a lot more expensive than Spain!
And how about the weather? Spain can get very hot in summer but in Paris it tends to rain more...
So go to Madrid, learn Spanish (there are more Spanish talking people on earth than there are French speaking), and enjoy the relaxing lifestyle of the Spanish with good food, nice weather and (who knows) a Spanish lover boy at your side...

Oh yes, don't forget to study every once in a while...

Whichever one you go to, you'll definitely be able to visit the other. So, if you stay in Paris, there's no reason you could take a week to go to Madrid, or vice versa.
I would prefer Spain if I was on a budget because, when I visited, it seemed like it was more affordable--eating out and drinking, etc. Both countries have the things that you wanted, but if you want to learn Spanish, there's no better place than Spain.

All your criteria fit both Madrid and Paris. There are schools in which foreigners can take total immersion courses in both cities. I would say that Paris is more "European" than Madrid, but that's relative. It would depend on which language you prefer. Both languages are widely spoken in Europe and other parts of the world.

I vote for Madrid for you, but I LOVE both cities. I'd choose Paris for me because I speak Spanish but French I need to practice;
also I lived in Spain, in Barcelona (Choose Madrid over Barcelona for a semester studying Spanish, but definitely visit) and the food, wine, people, costs, lifestyle are nice. This January in Paris, a coffee could cost 4 euros, but in Spain it was 1,25.
I also think you should go up to visit France while you're close.
You can see the contrasts.

Madrid! France is absolutely lovely, but when you are staying in a place for a long time a touristy place like Paris will get on your nerves. And Madrid has beautiful ski slopes and wonderful small little places. Spain is such a wonderful country and Paris is good for.... well shopping and tourist attractions.
