Your cats are looking for attention.
Ever see a human baby clinging to a parents leg?
Besides, at their level it is a little hard to grab you around the neck and give you a hug.

your cat is doing this because it is bored, wanting to play and get some attention. remember, you are the only stimulation your house cat has and although i dont believe that there are any places outside which are safe for cats in this day and age, before we took away their natural environments with houses, cars, cruel kids, etc., a cat would have birds and bugs and bees to stalk and stimulate it's intelligent mind. inside, all he has is you (when youre home and not asleep for the night) and that is not much stimulation at all.
i suggest that you get another kitten for him to play with. both your life and his will be incredibly better.

I think it's because it wants more attention. Like, I'll be petting my cat and it'll be purring, and then I go to walk off and guess who's on my leg? It is definitely the attention!!

Probably because cats tend to be very curious animals and they are probably wondering what's up there. It's just a guess though.

If its a kitten or just becoming a yough adult she will grow out of it.
if its an adult cat flick his or her on the nose softly and he or she will learn oh i souldnt do that.

that is what both my cats did but they only did when they were playing and all that so....they well sometimes do it and sometimes wont...so they will grown out of it..mine stopped for some reason.

Well usually they are marking their territory on you and that means they accept and love you. They have little scent pockets in their cheeks, yay! they love you...lol

maybe cause there used to the scratching post thingys they decide to try it on people.....
