The government (NIH) is trying to setup new tech for connecting patients and doctors. I belive that a company that gives doctors the servers, network, and PC tablets (for an affordable monthly fee) to hold their medical records could be combined with regional servers that back-up doctors data and connect them with labs, insurance companies, pharmacy, and the patient.
I would like to lead this effort now, it does not take billions of dollars to "research" a secure EMR system, it can be done now, I just don't have the backing but I have the vision.
The most important component of the network is mining the data (securely and with privacy) and making the database smart enough to correlate symptoms with conditions and medications.
User could be government agencies (CDC, etc.) and local government to ward off everything from an epidemic to, god forbid, some type of biological attack.
