I am an atheist and don't really care who call is what but it seems to me like most people who say this are just looking for a fight. I mean if you say atheism is a religion because you believe God doesn't exist, then you haven't really thought it through. It is not believing in God. Not believing isn't believing something is not. It takes no belief, that's the point.
And let's look at the word. A: a prefix meaning none, or the abscence of, the: a Latin root for religion or God more indirectly. So the word itself means the abscence of religion. Not very religious, putting aside most atheists don't believe for logic based reasons, not for a difference in beliefs.
Again, it doesn't bother me, you can call me whatever you want, I don't care, but I thought I'd put my two cents in. So restating the question, how does atheism constitue religion?
