is "kilentz" 9 in Hungarian? or 11?

What is the word for word translation of this?

Just want to know if it makes sense or not because it's supposed to say "Love is without reason" but when I translated Love is without reason it is way different, and when I asked someone they said that's not EXACTLY what it says but had a hard time figuring out the English word. Please help! Thanks.

These efforts are mandatory eligiblity criteria to be a part of the International Anti-Corruption Convention. So far eighty countries have signed this agreement. Five of them are Arab countries; which are Egypt, Jordan, United Arab Emirates, Kuwait and Algeria.The Eurpean Union has given Jordan 300 thousand Euros to take part in the expences of this convention.

OVER THE COURSE OF FOUR DAYS, Jordan will host the first of a series of conferences held by the U.N to discuss the Anti-Corruption Convention which was adopted in Mexico IN THE LATE 2003. LAW EXPERSTS are expected to participate in the conference along with RESPONSIBLES and non-governmental organizations from 160 countries. Some of these countries are Arab countries including Iraq and Yemen which exist at the bottom of the International Corruption Perceptions Index which was issued by the International Organization of Transparency in 2006.

my friend's dog, suave, is going to be a father and we are trying to get a bloodline going. so we decided to stay with the same name. the father's name is suave, which means smooth in spainish. so what about another language? french, german, russian, it really doesnt matter as long as i can pronounce it!!!! lol! thanx in advance!
