I was pretty sure it was in German, I just wasn't sure how to transcribe the numbers... and then once they were recorded, how to form words. Any ideas?

G - Golf
H - Hotel
I - Indigo
J - Juliet
K- Kilo
L - Lima

Q - Quebec

What's on that recording doesn't sound like the phonetic alphabet though just German numbers
