"yo que sé" is used to say that you don't know, so: yo que sé = I don't know.

Well, usually when someone says, "yo que se...." it means, "what do i know about?.."
For example, my mom will ask, "Quienes son ellos?"
Then I could respond, "Yo que se?"
With another "que" added onto that, I would assume that it means the same thing, only the person is delving more into what they don't know about after that.
Kind of confusing, I know- but I hope I made some sort of sense to you!

"I have no idea"
then you say "yo que sé" = what do I know.
