What is the difference of the meanings between Briefly and Concisely ?

And also which is correct?

Because his writing style is always so wordy, I advised him to write ( ).

A. shortly B. concisely C. briefly D promptly.

My text book says the answer is B. Isnt C correct???

Buna, numele meu este Ionut, sunt insurat cu o fata numita alina si am un copil nou nascut, numit Raresh . El inseamna tot ptr mine, si recent doctorii au descoperit ca are cancer la creier. Din pacate eu si sotia mea nu avem bani nici macar sa platim facturile lunare, dar am facut o intelegere cu YAHOO si AOL si am cazut de acord ca ptr fiecare persoana care primeste acest mesaj sa primim 5 centi in schimb. deci te rog trimite acest mesaj tuturor persoanelor din lista si ajute-ne Da-l mai departe te rugam. *** l-am primit asa il dau si eu mai departe ... f impresionant....nu fiti rai...da-ti mai departe!!!
