At level crossing, road traffic has to wait to get pass the train. Its closure time i.e.closing of barrier and opening the barrier is really very frustrating for road traffic due to more than a century old practice of giving precedence to rail traffic over road traffic.

During last 2-3 decades, road technology has been far more improved as compared to railway technology(with exception of maglev trains).

Although TVU has been one of measure of traffic crossing at level crossing(without considering closure time with the exception of Japan which considers closure time also).

Still there seems to be no uniform opinion over the standard closure time of level crossing under normal conditions to pass one train.

Case History: I have two houses in the Phillippine Islands. When I am hunting for the circuit breaker that turns off an outlet, I find that one-of-four breakers can be tripped to interrupt the circuit (as long as the three other breakers are open). If I throw the first breaker, the light goes out, but if I turn it on and throw circuit two, the light goes out (same with three and four). This occurs in both houses and it is really throwing me off for an explaination.

I work at Shasta Community Health Center. We have a main clinic and 3 satellite clinics in other nearby towns. They just built a new building up in Shasta Lake City. Metal walls, metal studs, metal roof. The signals for the pagers are not getting through, so doctors are not getting important pages. There is signal in the area though, if you walk outside of the building, you have a signal. So, they are planning on putting up a pager repeater system at the building. Here is where I need help though.

They are looking at two systems, the company is recommending a 500 W transmitter, but there is also a 250 W transmitter. The pagers operate on the 900 MHz band. The building is about 70 feet by 140 feet. They want to know if we really need the 500 W or if the 250 W would do the job.

Any help is appreciated. Someone found out that I was an amateur radio operator so they came to me for help. Great...

Anyway, thanks in advance guys.
