I know this seems like a dumb question but I'm just wonder since I heard there is some power used when the light bulb is turned off.

None, because the circuit is open.

I hope that you are not confused with leaking current, for example when you have switched off your TV or Music system by using your remote, you still consume lot of energy unless you switch off from the power plug. But this is not the case in incandescent light bulb !

It uses no electricity because the switch is open. You might be thinking of stereos and tv, which are not really turned off, but are in a 'sleep' mode where they still consume power for their clocks, etc

None. Fluorescent lights use a lot of electricity when the light is turned on. After it's on the level lowers. Like almost everything, it uses none after its turned off.

The one who told you this is wrong because when turn off something you open the electrical circuit by a switch so no current can circulate so no electricity consumption

No. No electricity is used when the bulb is off.
