I want to get my time of birth, and the only record I have is my horoscope written in native language, and the time in it is in some weird scale. can anyone please convert the time to western time ?

the time in it is 7 "naazhika" 55 "vinaazhika", at night.
Also, any info on how it can be converted would be much appreciated.
