if you are pushing a lawnmower across the grass, can you increase the horizontal component of the force you exert on the mower without increaing the magnitude of the force?

Yes - you can angle the applied force to be more parallel to the ground so that the horizontal component increases. By the same token, the vertical component decreases but the magnitude stays constant.
