Water in vacuum chamber. Room temperature, will it boil and freeze and the same time? I am guessing yes

1. It boils, since pressure goes down. Evaporation takes place rapidly and hence boil. Plus temp and pressure are directly proportional.

2. It freezes, water is boiling at room temp. no external source of energy, hence it looses energy constantly, and freezes, as there is no longer energy to keep binding the liquid.

What does really happen?.
