Here, best weather is defined as a lot of clouds as much as possible throughout the entire year, cool summers (no or little 70s, 80s or 90s), winters that aren't really cold (lows of zero are okay occasionally), preferrably lots of snow in the winter, and springs, summers and falls that pleasantly stay in the 40s, 50s and 60s with lots of clouds. Is there is such a place? What's the closest place like that? Those who are simply going to argue that this is not good weather, and not answer the question, need not answer, because that's not what I'm asking about. "Bad", "good", "nice" and the like are subjective terms and we all have our own opinions of what constitutes nice and good weather.
