Here, best weather is defined as a lot of clouds as much as possible throughout the entire year, cool summers (no or little 70s, 80s or 90s), winters that aren't really cold (lows of zero are okay occasionally), preferrably lots of snow in the winter, and springs, summers and falls that pleasantly stay in the 40s, 50s and 60s with lots of clouds. Is there is such a place? What's the closest place like that? Those who are simply going to argue that this is not good weather, and not answer the question, need not answer, because that's not what I'm asking about. "Bad", "good", "nice" and the like are subjective terms and we all have our own opinions of what constitutes nice and good weather.

Except for the snow (which we don't get), I'd say here: Northern California coast.
We aren't often hot, and when we are, the fog soon rolls in to cool it off (Mama Nature's air conditioning system).
There are some pleasant days at any time of year.
When you "need" snow, you can find it a few hours drive (Sierra Nevada mountains).
A lot of people have a bad impression of San Francisco weather because they come in the summer, when it's foggy a lot, and they find it cold.
(I live across the bay from SF.)
But our "summer" tends to be sept/oct.
Spring often starts early Feb. (That is, we start having pleasant days, and plants start blooming.)
We're having an unusually cold winter, with freezing temps at night, but nowhere near zero.
For someone who likes mild and steady (the ocean is a great steadier of weather), I love it.
It's a Mediterranean climate, so I'd imagine that that area would have similar weather to ours. (So I've always heard it said.)
We aren't as cloudy as you seem to prefer. Although we get a lot of fog, especially in the summer, we also have a lot of clear sky days.
But rarely hot.
And hardly ever hot and humid.
(When I clicked on your question, I was going to open with a lecture about "best" being unclear, as people like different things, but you took care of that by explaining what YOU are looking for.)
In reading it over again, I see we are a bit warm for you, often being in (what I find comfy) 70's, and warmish 80's (I don't like heat).
We're more in the 50's thru 70's range by day, with nights in 50's thru 30's. (Even in summer, we usually cool down at night.)

Being from southwestern Canada, I am used to both extreme heat and cold. So the best weather definitely isn't here.
I heard that in the USA, San Diego has the best weather. I spent two weeks there once and it was marvellous. Definitely a beautiful city.
For those who don't like extreme heat or cold, maybe Wales or Ireland might have the best weather. However, there are lots of wind storms there so that may ruin it for some in that region.
Personally, I think Guadalajara, Mexico has the best weather of all. I lived there for a year and it's wonderful, never too hot or cold and there are some wicked thunderstorms in October.
