Be abundant, cheap, not particularly dangerous on it's own, burn cleanly with minimal residues, and give more energy by burning than it took to get the fuel (not the case with hydrogen or ethanol).

A good fuel would be something with Carbon, Oxygen, and Hydrogen. Most compounds consisting of the three burn fast and not always clean. But with addition of Nitrogen the substance becomes more stable and still burns fast but more clean then the original three.

I'd agree that a fuel needs to be combustible (traditionally) but, a fuel that was too combustible would be dangerous to store and transport. I also think that we should consider the byproducts the fuel creates when combusted and the availability of the fuel.
