I think that Yugoslavia was, and will be the only country whom Fifa banned participation, although it came through the qualifications totaly clean.
The only reason I could think of were masterful players who played for Yugoslavia (Serbia & Montenegro), like Mijatovic, Stojkovic, Mihajlovic, Jugovic, Djukic, Jokanovic, Savicevic, Kovacevic, Milosevic... and could easily won the World Cup. As it happened they also were banned from European Championship where as a substitute country came Danmark who won the title.
There were some speculations about Iran, but come on.... how stupid, unethical, and unsporting is this ?!!!
My theory about Yugoslavia is that the country had a great chance to get publicity in this way, which certanly didn't make happy politicians from Germany, U.S., and U.K. , because of good & bad guys theory in YU civil war. Serbians had to be blamed, and the last thing they wanted to give them was the trophy of World Championship.
It doesn't seem right.
