NCMP seats go to the top opposition losers who obtained more than 15% of the votes in their respective constituencies during an election. But in actual fact, depending on the number of elected opposition member, the total number of elected opposition member plus the nominated opposition MP should not be more than three. It’s believed that if we only have one opposition member in the parliament, he or she will not be able to check on the PAP effectively. So we are told that 3 is the ideal number.

The NCMP (Non-constituency Member of Parliment) is normally offered to the losing opposition party member with the most number of votes in an election. A best loser addition to parliment.
