Canada has a lot of land, a small population, and has lenient immigration laws, compared to the U.S. anyways. Also, they have a great healthcare system there and the education system there isn't bad. It may sound very controversial, but do you think the U.S. should make some kind of illegal immigrant shipping lane from Mexico to Canada, by sea, land, or even air, through the U.S., with added U.S. security to any such shipping lanes? Or, do you think the U.S. should unload illegal immigrants into Canada and one of its (Canadian) immigration adjustment programs as they have? It might possibly relief the illegal immigration estimated statistics for the U.S. and might help Canada grow larger as well.
