If you are a U.S. citizen or permanent resident, you can petition to bring immediate relatives to the U.S. (You cannot sponsor extended family members. To bring others, like an uncle, you need to bring your father/mother to the U.S. first. Once he/she is legal, he/she can sponsor his/her immediate relative, such as a brother.) Immigration applications are expensive, especially if you want it done right (i.e. using a lawyer) and it can take years to bring your relative. This will depend on what country your relatives are from - there are different processing times for each country but usually this takes at least a few years.
If you are bringing a brother or sister who can work in U.S., perhaps they can get a U.S. company to sponsor a work visa. There are other options. Talk to a lawyer about it.

I invited my mom and my sister with her husband. I had to fill out an affidavit form(for me it was the:I -134 ) ,notarize it, I wrote them a personal invitation letter, about why do I want them to come. You need to send them proof of your citizenship in the US (or if you are a permanent resident, better to let an other family member who is a US citizen to invite them, because it's more likely they give visas for somebody who was invited by a citizen). I also sent them all kind of documents that we are living in the US,and that my family will stay here with us.
They need to fill out a form , application for visa.(they filled the DS-156 form) They will also need 2 or 3 passport pictures.
Make an appointment at the embassy, and go to the interview. My family got their visa for ten years.
