Since the beginning of the 1990s last century .....- is it correct in English? or should I use "from the beginning.." What about the position of "last century " in the sentence? is it correct?

The whole sentence which I have translated into English is:
Since the beginning of the 1990s last century, due to extending European Communities plans with new democracy from the middleeuropean region, the European Communities/European Union have taken actions against Russia and postsoviet countries to make the newest extension easier and possible.


Does it sound good in English? if not can you suggest anything to me. Thanks a lot

Consider the average family income is 35,000 a year , over a 10 year period they earn 350,000 . Imagine working 10 years to earn less then 500,000 dollars . Who makes over 500,000 a year ? Besides actors ,sports ,and music stars can you think of another group that makes over 500,000 a year . Like say real estate agents who sell over 20,000,000 a year can earn this much for showing houses while construction workers who build them make 20-40 thousand a year .So building homes does not pay as well as selling them does .
50 dollars an hour would be good money right and this still only adds up to 100,000 a year. Is a sales person worth 250 dollars and hour and the people building them worth only 22.50 ?
Things are out of wack in america .It would be nice to continue selling the dream of earning big money ,but the reality is that you and your parents will be making less then 50 dollars an hour .
I think parents fail to teach kids about money or taxes and who gets paid what and why .

My wifes parents are from Ohio, and mindlessly vote Republican every time. Well, last night they were in town, and were lamenting the loss of George Allen, and the other Republican incumbents. My wife's mom actually said, "those evil Democrats." Even if I explained to them that George Allen is racist, Ney and Delay are corrupt, and Foley molests kids, it would do no good.

Most of us who are middle of the road, and are willing to vote for the best candidate of either party know that there is good and bad in every party. My question is this. How can one argue with ignorant, right-winged, "Christians" who mindlessly vote Republican every time?
