The government wants her off assistance, so they provide free day care, free job training, or pay for up to two years college tuition.
Female B makes her education a priority, works a part-time job, and avoids premarital sex. When it's time for her to go to college, she has to apply for a student loan that she has to pay back. While in college, she has to work a part-time job, and live with several room-mates so she can afford to pay for an apartment and go to school. When she gets married, she and her husband have to pay for their health insurance when they want to have children, otherwise, they are required to pay the hospital for the service.
