Travel (General) - July 2006

The current UK drivers licence has photographic ID, can I use this to travel within EU countries or do I still need a passport?
I know that to travel to counties outside of the EU you need a passport but what about the EU if I do not plan to leave the EU boundries.

I am divorced and I was told in order to get the passports for the children I need my ex to sign the papers and get them notarized. He is not going to give it to me!
