Depending upon where you live you need to go to your local town/city/or county clerk for passports. You'll have to have specific documents: IDs etc... and a photo for your passport (they require a certain type of photo so be prepared for that too). I would check first with your local town clerk and if they can't help you check your state or county website if they have one. They should be able to at least direct you exactly where you need to go. This is not something you can obtain online you usually have to go & do the stuff in person. I live in Suffolk County NY and below is a link to the Suffolk County Clerk's website where they tell about what's needed for passports. If you live in another state, most of these requirements should be about the same, but check first to make sure.

You don't say what your nationality is, or where you are located. Assuming that you are a US citizen and that you are located in the USA and that you have a passport that has recently expired (or will soon expire) you go to this web page:

If you are a citizen of the US abroad, go to the web site of the US Embassy in your country.
If you are the citizen of any other country, you need to consult the consular office of your country near where you live.
In the USA Amcits can usually renew a passport by mail, but for a first passport (for children, first ppt after age 16) you have to appear in person at any authorized passport agency or a consular office. Or you could call at the US consulates in Canada or Mexico. Citizens of other countries often must get their passports at the passport office where they normally live, either a town hall or an embassy, etc.
You can't order a passport online but you can get forms and instructions.

To get a passport, go to your local city office to the clerks of court office. On the link posted below, you can print off the application and return it in person, complete with two photos of yourself (Walgreens is a good place to go) and the fee. Do not sign the form (DS-11) until the Passport Acceptance Agent tells you to do so.
You'll need to present proof of U.S. Citizenship...a birth certificate. A social security card on its own will not work. Also bring your driver's license.
The total cost is $97: the passport application fee is $55; the security surcharge is $12; the execution fee is $30.
I can not stress enough the urgency of applying early for your passport. If you want to expedite your passport, that's another $60.

Print the jpeg or pdf and you can either mail it in. Or you can take it in person to your county courthouse and sign the affirmation and then send it by post.
In emergency situations you can got to the passport center in Houston, New orleans, LA, washington Dc or NYC-- wait in a long tired kranky line and get same day service-- but it is more expensive to do in person.

The post office is where you go to get a passport.
Go to www.usps.com.
and find the post office near you, and it will tell you if that Post Office does the picture, not all of them do the picture.
