Japanese speakers - "to iu koto desu"??

Japanese often seem to append sentences with the statement "to iu koto desu." I'm a little unclear on the exact meaning and usage of this. If I had to guess, I would say it means something like "It is said that..." or "You could say that..." or "You might say that..." In what specific cases would you want to use this phrasing? Thanks in advance!

What are the origins of the phrase, 'eaves dropping'?

It had recently occured to me that the phrase seems a bit odd. It describes someone that is listening in on a conversation that they are not involved in. What are the roots/origins of the phrase did our forefathers sit ontop of peoples houses to listen in people talking near they're bedroom windor or something?
