throughout high school i had big problems with procrastination and being lazy but i could get by with it. now im in college and i failed the first semester and now im retaking everything and even tho i know how important it is i still cant get motivated to work and concentrate. i just tell myself ill do it after this or ill do it later and i never get anything done. i can sit in my house with nothing to do all day and have alot of homework but ill never be able to have the will power to just sit down and do it. and alot of the time i dont even know what i need to do because i cant pay attention in class so i miss what we need to do. im behind in the semester now and ive failed a couple assignments. i also lack the motivation to even go to class. i leave school after getting there sometimes because im so unmotivated. i miss alot of days. i feel like im screwing up my life but i cant snap out of this. im apathetic in every aspect of my life right now and depressed. I heard that if you're shy, sometimes others think you are stuck-up, snobby or disinterested. I hope I don't give off that impression. I feel I have a huge inferiority complex, so appearing stuck-up never crossed my mind. But other people may still have misconceptions. So how can others tell the difference between shy and stuck-up? Is there a way to tell the difference in how you act??

How can you tell the difference between shy and snobbishness?

Borrowing from the IMF is normally when a country experiences balance of payment problems. Therefore is it not the responsibility of the Central Bank (CB)? in which case the CB would borrow and repay from any future foreign exchange holdings. Or does the Government undertake this borrowing on the CBs behalf? in which case the debt would be repaid by the public and domestic currency exchanged for any CB holdings of foreign exchange. In either case the economy would have to directed towards incresing the level of exports / reducing imports. Just wanted to know how this operation actually takes place, the interaction between the two balance sheets (CB and Government), where the liability is held and how it is paid back. Any economics experts out there?

I have been told I'm a good listener, but I want to improve my listening skills... I used to cut into conversations with advice and personal anecdotes, but I was told that's bad, so I stopped - now when people are upset though, I listen, I say I understand and I'm sorry for them, agree that it sucks - but what else can I do?

Advice sounds condescending, and personal anecdotes like I'm trivialising their problems... other than letting them know I'm there to listen and that I understand, what can I do?

Any ideas would be helpful.
