Dinosaurs were around for tens of millions of years but don't appear to have eveolved into a language speaking, culture creating species. It took an ape descendent about 200,000 years to evolve into something like us. Was the dinosaur genotype incapable of giving rise to a human-like intelligent species? Also we seem to have come far very quickly. Is there any limit to what our genotype can give rise to, assuming of course that we don't self destruct.
