Not sure what you mean by 'design engineer'. However, James Watson and Francis Crick presented the structure of the DNA helix in a scientific paper in Apr 1953. Not sure when RNA was presented.

J.D.Watson and F.H.C.Crick gave the structure of human DNA.
For this they were awarded Nobel Prize in 1962. They propose the double helical model of DNA.
Frederick Meisher was the first to isolate DNA in 1869.
