My dad's co-worker asked me that, i guessed 50 feet because water does have some resistnace, but about 100,000,000 volts is still 100,000,000 volts but salt water conducts electricity better, due to the sodium. Please give your ideas they are greatly accepted!

Video footage of the collapse of the WTC towers on 9/11 show evidence of what appears to be massive explosions occuring in rapid sequence at and below the level of the airplane crash sites with dust clouds obscurring the buildings themselves and huge steal beams being expelled hrizontally from the building and well outside of the border of the dust clouds. Well below the level of the collapse, over 20 stories below, " squibs " or puffs of smoke can be seen blowing out of the windows of each of the Twin Towers as the fell symetrically into there footprint.
