I've been told how you place the roots will determine if the branches weep or if they are more upright. Is this true and what is the right way?

I have nematodes in my garden bed and they are playing havoc with my tomatoes, so bad that they didnt get any higher than a stunted 25" and fruited but what a joke that was. I pulled them up and instantly saw the nasty, swollen, short root system and knew it was nematodes. Does anyone know of a safe way to get rid of these that wont cost a fortune from a nursery.

We have a long area of old concrete, probably 30 x15 ft. It is uneven, cracked and UGLY. I want to cover it with something - would it work to lay down a thin layer of new concrete, perhaps with stones embedded in it? Is there a way to create an area that looks like sand, but is actually sand embedded in concrete? What are the options here, short of removing the old concrete (which my husband refuses to do)? All answers and ideas welcomed!
