i need help with this thing im going to say: it says that

Napoleon took Jessie and Bluebell's puppies away with the statement that the education of the young was more important than anything that could be done for those who were already grown up. and says explain why it is important to absolute rulers to educate the young. (help me answer this question) And be specific to both the novel and your own experience about.
