When you educate the young, they have no other experiences to go on, so they are going to hang on to your every word, they also don't really know of anything bad or evil, so they are easy to influence (this can help you make followers). In real life, it's important to educate the young so we can keep our society going, and we won't crash.
P.S. If you didn't already know, Animal Farm is an allegory for communism, I hope this helps you some.

The "education" in Animal Farm like the "education" that hitler and other dictators wanted was more of an indoctrination. It was important to teach them their ways when they were to young to question it. A famous catholic once said give me a child until he is five and he will be mine forever. It is easier to indoctrinate the yound than the old.

so the government can teach (aka brainwash) the children their moral values and since the children are raised by the government they will be loyal to them.

The important thing throughout all of Animal Farm is that everything Napoleon says means something else. And that animal farm is an obvious allusion to the russian revolution, communism
