I have searched MANY sites and only found 0% for the first 6, 12 or 15 months then the regular APR (usually like 15% or so) from that point on. Can anybody recommend a card that will do this?

What would be your advice to him/her?

Whistle-blowing is when an employee reveal the wrongdoings to outsiders particularly the authorities. Consider a colleague who plans to reveal to the government about the malpractice in the organization. As a friend and a colleague, you know the consequences to the person and to the well-being of the company. Assuming the malpractice involves misuse of power and status for example the requirement to pay extra money to "facilitate" or "expedite" certain processes.
