What would be your advice to him/her?

Whistle-blowing is when an employee reveal the wrongdoings to outsiders particularly the authorities. Consider a colleague who plans to reveal to the government about the malpractice in the organization. As a friend and a colleague, you know the consequences to the person and to the well-being of the company. Assuming the malpractice involves misuse of power and status for example the requirement to pay extra money to "facilitate" or "expedite" certain processes.

Get them to consider all aspects of what they're proposing to do - the effect on their income, their family and their health.
Telling the truth is a always good thing, but help your friend make sure that he/she knows exactly what they're diving into.
