brother applied he was told that there cant be too much family working at a company ,but yet he the supervisor has 6 or more relatives working there all fromel salvador dont know a word of english and thats ok .and he told my brother once that he was going to hire him now he changed his mind is that discrimination ?should i talk to the higher up .any suggestions?

I live in california and work as a manager but I have decided to step down and be a regular employee.. they told me that if i step down i have to go back to regular pay, even though i am not salary but paid hourly. Does anyone know if this is legal in california?
