It is called nepotism. Bosses do many things that are against company policy.
Many companies will not hire multiple members of the same family. If there was a family emergency and you all took time off they would be missing a lot of employees.
It is only discrimination if your brother was not hired because of race, sex, or religious reasons.

Just say ' hey, my niece and son work here and that your brother talked to your supervisor and told him that he would of hired him and then changed his mind and said that there can't be too much family here and that he has 6 or more family members here. '
