In Paterson NJ cop was recently shot. Despite over 100 officers working on case - no break yet. Do police departments have covert CIA like departments which, like the CIA, "bend" the law in the interest of National of City security? If so, they can outfit guns with GPS or even cameras, release them to the public (sorta like a confidential informant), and then trace the gun and/or its video when used in a crime... Seems it is cheaper than employing 100 officers to solve a crime.
