It is a federal offense for Americans to commit war crimes. The War Crimes Act (1996) places various Hague, Geneva and Nuremberg protocols within U.S. law and authorizes the death penalty (also lesser penalties) for war criminals. The Justice Department clearly can proscecute, but would not be likely to charge government officials with war crimes. So who else can bring charges under this law? If a federal grand jury, can one be called without recourse to the Justice Department? (There are other tribunals for foreign war criminals such as the Taliban and al-Qaida, and their leaders.) In short, who can bell the cat?

Trying to become a police officer but i'm not sure how to respond to the drug questions. I plan on admitting that i have smoked marijuana a few times in the past mainly in high school but I have also tried cocaine a couple times all before when I was 19. I'm now almost 23 and havent had anything to do with drugs since then but I have a feeling admititng that I have tried cocaine a handful of times will automatically disqualify me but at the same time I dont want to lie or falsify my application. Being a cop is definetly what I want to do with my life and I dont want the mistakes of my college years to stop me from doing this so should I be honest and hope they respect that or try to get around it?

Each branch of christianity claims it holds the only true inspired word of god in their particular version of the Bible. But there are definitely minor (to major) differences between the texts. They cannot all be simultaneously the inspired word of the same god.

I have never lived in a dorm before and will for the first time next semester. I want to knw fi you can have guests in the rooms with you? like, lets say i have a friend visiting from out of town, do the RA's care? is there a rule to not let visitors stay with you for long periods?

I have allergies, ..i dont know which kind but i have nasal congestion caused by a piece of meat that has closed one of my nose holes, plus it causes me headaches, and sneezing and runny nose, and also i have developed phlegm or mucus too.. i was told to do surgery if not take medications.. but ive heard that there is no use cuz it will come back again.. is it true, or should i go on with the surgery to remove that piece of meat? what is the best and safest thing to do?

I live out west and I have been communicating via emails and through myspace with a guy who lives on the
east coast. We both have mutual friends here in the west, but we have never met personally.
Anyway, we have been flirty in our messages to one another. Not sexual, just flirty.

Then the other day I ran into one of our mutual acquaintances and she told me he was in a relationship (had a girlfriend).
Well, he just sent me another message saying he was coming out west to my city in February, and wanted to know what the weather was like here in February.
Now, I know he could easily ask one of his other friends who live out here what the weather is like.

Here’s the question!
Do you think he was trying to see what I would say when I found out he was coming to my city??
Was he trying to line up a "hook up" while away from his girlfriend?
Or.....is he just curious about the weather?

ok I am a bit slow when it comes to computers some what but I need someone to tell me step by step how to restore my Gateway laptop the problem is I have spywear on it and I have already purchased anti-virus and spywear softwear but it is saying that I need to get rid of the Norton that is already on the computer well I thought I got rid of it but something is locked in or something where there is no icons or anything that says Norton but it is still there and stopping the new softwear from working right and I don't know where my restore cd is but it gives me the option to burn a new one I'm also not sure how to do this either please help I have only a few strands on hair let on my head thank you in advance
